ESO is going to celebrate New Life Festival on this Thursday, December 15 at 10:00am EST. New Life Festival For this quest you will need to find the New Life Herald Breda out near Windhelm, Eastmarch. You can find Heralda in Grahtwood, Stormhaven, and Deshaan. To successfully obtain Crystalfrost Skin, you must complete the Newly Charitable Achievement during the New Life Festival. All of those can be purchased in the Crown Store. These items are available in Event Boxes or by completing Events. Finishing the introductory quest gives Breda's Magnificent Mead Mug, which increases XP earned by 100% for 2 hours, and can be renewed indefinitely while the festival is active.
